On October 14, 2020, the European Commission published a communiqué “Chemicals Strategy for Sustainability Towards a Toxic-Free Environment» [COM (2020) 667 final]. Indeed, the European Union wants to move towards an environment free of toxic chemicals by 2050, thus preserving human health and the environment. To achieve this, the European Commission is planning a number of changes. In particular, it wishes to reform existing legislation in the field of chemicals.
This desire to change the chemical strategy is linked to the fact that chemical substances are omnipresent in our daily lives and enter into the composition of the majority of the devices we use. Their role is fundamental to most of our activities. Chemical manufacturing is the fourth largest industry in Europe.
This position allows Europe to rank second in the world for the production of chemicals. While chemicals allow the EU to be innovative and to make its economy prosper, some substances can present dangers to health and the environment.
In its document, the European Commission insists on specific hazard criteria such as carcinogenicity, mutagenicity, reprotoxicity, endocrine disruption, persistence and bioaccumulation, immunotoxicity, neurotoxicity, respiratory toxicity, organ-specific toxicity, environmental toxicity and environmental mobility. Substances with these criteria will be progressively banned in the coming years.
It is therefore necessary for companies to know the intrinsic properties of the substances they use in order to know if they meet the criteria mentioned in the document and thus act accordingly.
